Emergency Lighting Testing in Brighton: A Plain Guide

If you own a shop on Western Road, let a flat above a takeaway, or run a small office in the Lanes, emergency lighting testing is one of those legal duties that quietly sits on you until something goes wrong. It is not complicated, but it is easy to get wrong, and a failed light discovered during a fire risk assessment is a much worse conversation than a routine test. Here is what the testing actually involves, how often it needs doing, and what it tends to cost.

Who actually needs it (and who doesn't)

Emergency lighting requirements come from the Regulatory Reform (Fire Safety) Order 2005, which applies to almost any non-domestic premises and to the common parts of blocks of flats and HMOs. If you are the 'responsible person' for a business, a landlord of a shared building, or a managing agent, the duty is yours. An ordinary single family home does not need it.

In Brighton and Hove specifically, two things push this up the priority list. The city has an unusually high proportion of converted Victorian and Regency buildings split into flats and HMOs, and the council's licensing team asks for evidence of emergency lighting maintenance as part of HMO licence conditions. Many of those conversions have long internal staircases with no borrowed daylight, so if the power fails the escape route goes properly dark.

What the tests involve

There are two tests, and they are not interchangeable. The monthly function test is a short one: the supply to each fitting is interrupted, usually with a key switch or a test facility on the board, and you confirm every lamp actually illuminates. It takes a few minutes in a small property and can be done by a competent member of staff or the landlord, not necessarily an electrician.

The annual test is the serious one. Every fitting is put into emergency mode for its full rated duration, normally three hours, and must still be producing adequate light at the end. This is what proves the battery has real capacity left rather than just a working LED. Batteries typically last three to five years, and a fitting that passes a thirty second function test can easily fail at ninety minutes.

  • Monthly: brief function test, all fittings, logged in the fire safety logbook
  • Annually: full three hour duration test, plus visual inspection of fittings and signage
  • Both recorded with date, result, and any remedial action, kept on site
  • New installations: a completion certificate to BS 5266-1 before the system counts as compliant

What it costs in the Brighton area

Pricing usually follows fitting count and access difficulty rather than a flat rate. For a small shop or an office with under a dozen fittings, an annual duration test and certificate commonly falls somewhere in the region of £120 to £250. A converted HMO over four or five storeys with fittings on every landing tends to sit higher, often £250 to £450, largely because of the time spent going back round after the three hour discharge.

Two Brighton-specific factors add cost. Access is a genuine issue in the older stock: high stairwell ceilings often mean a tower rather than a ladder, and that has to be priced in. Parking is the other. On streets in Kemptown, Hanover and much of central Brighton there is no realistic loading option, so some electricians add a modest charge for permits or bays. Ask upfront whether the quote includes it, and whether replacement batteries or fittings are included or charged separately, since they usually are not.

The faults that come up most often

Most failures are dull and predictable. Batteries that no longer hold three hours are the single most common, followed by fittings that were switched off at some point during a refit and never reconnected. In coastal properties, particularly anything near the seafront or in unheated stairwells, damp gets into older fittings and corrodes terminals faster than you would expect inland.

The other recurring problem is coverage rather than condition. Buildings get altered, a wall goes in, a corridor changes shape, and the original lighting design no longer covers the escape route properly. A test only tells you the existing fittings work. If the layout has changed since installation, it is worth asking for a coverage check against the current escape plan at the same time.

Can I do the monthly test myself?+

Yes. The monthly function test can be carried out by any competent person who knows where the test facility is and how to record the result, so most landlords and business owners do it themselves. The annual three hour duration test and certification should be done by a qualified electrician.

What happens if I have no test records?+

Missing records are treated much the same as a missing system during a fire safety inspection, because you cannot demonstrate the lighting works. West Sussex and East Sussex fire authorities can issue enforcement notices, and insurers may query a claim. If you have inherited a property with no logbook, start a fresh one and get a full duration test done to establish a baseline.

Do the lights need replacing if they fail the annual test?+

Not usually the whole fitting. In most cases the battery pack is the failed component and can be replaced for a fraction of the cost, typically £25 to £60 per fitting including labour. Older fluorescent fittings where spares are no longer made are the exception, and those are generally better swapped for LED.
